En este artículo se reconocen los aportes de la flosofía de las prácticas experimentales en torno al debate teoría – práctica y se destaca su infuencia en el papel del experimento en la enseñanza de las ciencias, particularmente en el uso por parte de los libros de texto, tomando como ejemplo un caso en electricidad.

It is the traditional view of psychology that the attributes of sensation show a one-to-one correspondence to the dimensions of the stimulus. Some such view is also implicit in the naïve epistemology of the physicist. He often thinks of pitch as if it were the perception of the frequency of a tone, but that view soon runs into difficulties. Within psychology it was Wundt who originally equipped sensation with two attributes, quality and intensity, thus making sensations mirror the more obvious (...) aspects of stimuli which differ as to kind and in degree. Later it became clear to Külpe that extension must be an attribute of visual and tactual sensations because the retina and the skin are areal organs and because extent enters into perception quite as ‘immediately’ as does intensity. A loud sound is not a congeries of faint sounds, nor is a perceived line a row of sensations. In a similar reaction against Wundtian atomism Külpe also added duration to the list, for a tone that lasts 0.8 sec. yields a different perception from one that lasts 0.6 sec. and yet there is no sense to saying that the first represents a greater number of seried sensations than the second. Thus the four classical attributes of sensation are quality, intensity, extensity and protensity. The conventional view has been that they are respectively correlated with four aspects of the stimulus, and this paper is written with the intention of refuting this view. (shrink)

Integrated pest management has emerged as an important means of managing agricultural pests. Since the mid-1980s, the emphasis in IPM has shifted toward biologically-intensive and participatory research and extension approaches. Finding better means for solving pest problems is high on the agenda for most farmers, and farmers often have significant pest management knowledge and interest in IPM experimentation. This paper describes an approach to participatory IPM research that is being implemented by the IPM Collaborative Research Support Program (IPM CSRP). The (...) approach emphasizes on-farm research with an extrapolation domain beyond the single farm, and in some cases beyond the local region or country. It considers many factors beyond the farm and research station that influence the generation and adoption of IPM technologies and strategies. It emphasizes linkages among farmers, scientists, consumers, bankers, marketers/processors, and policy makers in IPM research priority setting, conduct, and evaluation. The interdisciplinary approach described in the paper is illustrated with a case study from the Philippines. Lessons and conclusions draw on its recent application in other sites as well. (shrink)

For much of the 20th century, vulnerability to deprivations of health has often been defined by geographical and economic factors. Those in wealthy, usually ‘Northern’ and ‘Western’, parts of the world have benefited from infrastructures, and accidents of geography and climate, which insulate them from many serious threats to health. Conversely, poorer people are typically exposed to more threats to health, and have lesser access to the infrastructures needed to safeguard them against the worst consequences of such exposure. However, in (...) recent years the increasingly globalized nature of the world’s economy, society and culture, combined with anthropogenic climate change and the evolution of antibiotic resistance, has begun to shift the boundaries that previously defined the categories of person threatened by many exogenous threats to health. In doing so, these factors expose both new and forgotten similarities between persons, and highlight the need for global cooperative responses to the existential threats posed by climate change and the evolution of antimicrobial resistance. In this article, we argue that these emerging health threats, in demonstrating the similarities that exist between even distant persons, provides a catalyst for global solidarity, which justifies, and provides motivation for, the establishment of solidaristic, cooperative global health infrastructures. In the late nineteenth and early twentieth century the name of Adam Smith was popularly associated with the sort of ‘laissez faire’ policy that is expounded with all the fervour of a religious faith. Smith, so the story ran, in his eagerness to combat the excessive mercantilist government intervention of his day, had resorted to supra-natural claims in his general onslaught against central control and planning by governments. Such intervention was ‘unnatural’ and conflicted with Deistic Design. Only through private actions (...) could mankind reach satisfying and ‘natural’ fulfillment. Action through private self-interest was twice blessed; it. blessed him who profited and his fellows who were ‘profited from’. True there was a kind of central planning that was of supreme importance; but it had a divine origin and it worked not through governments but through individual free trade. Private actions in fact were directed by an Invisible Hand which brought society into a grand and spontaneous Natural Harmony. (shrink)

The recent and ongoing refugee crisis in Europe highlights conflicting attitudes about the rights of migrants and refugees to health care in transition and destination countries. Some European and Scandinavian states, such as Germany and Sweden, have welcomed large numbers of migrants, while others, such as the U.K., have been significantly less open. In part, this is because of reluctance by certain national governments to incur what are seen as the high costs of delivering aid and care to migrants. In (...) response to these assumptions, some theorists have argued that the appropriate way to view the health needs of migrants is not in terms of rights, but in terms of the interests of destination and transition countries—and have argued that providing care to migrants and refugees will generate benefits for their host countries. However, self‐interest alone is less effective at motivating the provision of care for health deprivations that do not pose a threat to third parties, or to migrants and refugees in poor or distant countries. In this paper, I argue that while self‐interest is unlikely in itself to motivate the provision of all necessary health care to all migrants and refugees, and may risk stigmatizing already vulnerable persons, it can provide the foundation upon which such motivations can be built. My goal is therefore to show how and why a more just approach to the provision of health care to migrants can and should be derived from narrower, self‐interested commitments to preserving citizen health. Between the 14 and 18 March 2016, the Institute for Ethics, History and Theory of Medicine, in cooperation with the Institute for Sociology at Ludwig-Maximilians-University, Munich, hosted an interdisciplinary workshop on migrant and refugee health in Germany and the UK. Fifteen participants from four countries met to discuss ethical issues surrounding the health of migrants and refugees in Europe, with particular emphasis on a comparison of the different approaches taken by Germany and the UK. This report provides an overview of (...) the structure and purpose of the workshop, an outline of the topics discussed, its outcomes, and its objectives moving forward. (shrink)

It is widely believed that there is more freedom of speech in America today than there was at the time of the founding. Indeed, this view is shared by liberal commentators, as one would expect, as well as by leading conservatives, which is more surprising. “The body of law presently defining First Amendment liberties,” writes liberal law professor Archibald Cox, grew out of a “continual expansion of individual freedom of expression.” Conservative constitutional scholar Walter Berns agrees: “Legally we enjoy a (...) greater liberty [of speech] than ever before in our history.” This shared assessment is correct—from the point of view of the political theory of today's liberalism—but it is incorrect from the point of view of the political theory of the American founding.
